In 1998, the monument to the first army regulations inscribed by general Xiao Ke was built, and a large commemorative activity to celebrate the 70th anniversary of its promulgation was held. It became a national patriotism education base in 2005 and was rated as one of the 100 most popular scenic spots in Hunan in 2006. To carry out the spirit of patriotism, develop red tourism resources and promote the economy in the revolutionary base area, the construction of the First Army Regulations Square was started in 2007.
The First Army Regulations Square covers an area of 11,000 square meters and a construction area of 7,000 square meters, with a total investment of 20 million yuan. The main buildings in the square include the monument, large sculpture reliefs, memorial hall (including exhibition room, office, archives, cultural relics room and multi-media projection hall), Shatian Wanshou Palace and other facilities. It was completed on September 7, 2008.
